They need sponsorship,
1-2 cars at Indy is possible...
Being a second-rate team will not be accepted

Sounds like an Indy-only thing. If Tony wants an armed-forces liveried team in the field, then this team will materialize. Perhaps Vision cars #3-#4, Indy-only?
