I'm a F1 fan from years back, when they had 40 Cars trying to qualify. Basically F1 made the commitment to keep the field at 18-22 cars and have them all factory or semi-factory cars of higher quality than when they had any old F3000 team with an ambitious owner moving up to F1 with a shoestring budget. You do not have the embarrasment of the days of Andrea Moda Formula team and so on. (If you don't know the story of that team, google on Perry McCarthy).
So Bernie goes for quality over quantity. Should the IRL do that? No. PDM has an outside chance of winning a race because the equipment they buy is the same that Panther or Penske buys or leases. Minardi does not have that choice or chance that PDM does- Minardi has to build their car and pay for engine leases of last year or two years ago's engines. They are truly no hopers.
There is always hope in the IRL that a team can put things together and win a race.
