I would say Michael.. He led so many laps and has been so close but that Andretti luck always bites him..

I hate the usage of the word "deserves" in almost any context. Many people work every day of their adult life, yet progress no further than a menial job. Others that are more fortunate may pursue some Quixote-like goal, played out in the arena of media and misguided star worship, yet fail to attain their desired prize.
All 33 starters of any given Indy 500 "deserve" to win, simply by virtue of their presence there. To attach any particular importance to a given driver and call his lack of success (and sometimes repeated lack of success) a reason to "deserve" a win is specious.
You guys have mentioned Mario. He won in his 5th attempt, hardly a candidate for a "deserving" win. Using the popular yardstick, one would wish that success on a worn out veteran that had many 500's under his belt. Mario hardly qualified for that classification in 1969.
You "deserve" what you earn.

Of those oncers who should have won 2, it is hard to look beyond Mario. But I will anyway. Ralph de Palma. To lead 198 laps consecutively and not win, phew...
The guy who would have won 2 all things being equal was Jim Clark, robbed of the 1963 race. And possibly 1966 as well.
And Bill Holland had 1947 stolen from him also.
