Nice article in Autoweek about Toyota's commitment to the IRL (long) and the fact that they not only had no problem with the Cosworth engine but they were actually consulted prior to the decision being made and they endorsed it.

I'm sure Toyota and Honda were consulted and I'm sure the approved but I'm also sure that they will get something in return.
They have tucked that card neatly away and will play it when they need to. Nothing is free.
