        I think it has more to do with the percentage of TVs in use at the time or something similar. We used to have Ren Butler to set us straight on this.

          Road America is about 1 hr from downtown Milwaukee.

          An interesting statistic that I think would be worth looking at is how many tracks were more popular and had better attendance when they had a couple races the same year vs going to one. I think racing a track a couple times make the driver seem more familiar to where the local fans care more.

              Be careful not to over-analyze the "top markets." Milwaukee appears in the top 5 consistently enough for IndyCar ratings, but Cleveland and Hartford do not. Market ratings can be especially volatile because factors that won't affect the national rating will affect a market rating. A Milwaukee Bucks game? Not going to matter much to the IndyCar rating, except it will in Milwaukee. Local weather? Same deal. You get "weird" cities in the top markets from time to time because consistent markets have a shared experience one Sunday and circumstances align positively in another place.

              If you want to schedule races based only on local TV ratings, I'd find a way to make Kentucky Speedway be undead. Dayton, Lousiville, and Cincinnati are consistently stronger markets for IndyCar telecasts. Hy-Vee's expanding that way, too. And the race would be a certain failure, if the track is even in usable condition at this point. Oh, well!
              Scott Speed was third fastest in FP2 at the 2007 French Grand Prix.
