Last year's race garnered a 5.0 rating, meaning that this year's race saw an 8% decline. (7/30)

I don't think it means much. Ratings can be affected by so many things from one year to the next that comparisons may be meaningless in most cases. A 50% drop or gain in one year might be worth a second look.
