I don't see anything unnecessary at 0:14 in the above video.

And even after looking at your link, I don't see anything close to a "cold cock" by anyone.

I just put this out here for inspection by the usual gang of experts.

I noticed two things: the player appears to slip on the down marker, but his head appears to move backwards. The unidentified player he passes appears to be moving forward and crosses the marker as well instead of getting out of the way.

I thought he got tripped and/or clotheslined by the guy at the marker--you could see him pull his leg back after the Seahawk stumbles. But it wasn't terribly clear. Didn't quite understand why the two players were wrestling on the field after. Play was long dead.

It's difficult to tell, but it doesn't appear that the 49ers guy in the black warm up suit even sees the Seahawks player until the very last moment. Almost looks like he could be jumping out of the way. Either way, his hands remain by his side, or so it appears.

I don't think there's much to see here. YMMV.

Agreed. Pretty inconclusive and I agree with the other post that it looks like he slipped on the down marker.

There must be people who aren't seeing the guy in the black jacket with red sleeves but lacking super powers I can't really say what took place...

However I must say I do enjoy the commentary much better at the slower speed options.
